<P>This device is being developed under the auspices of the Dept. of
Defense and the Strategic Defense Initiative (SDI). Unfortunately, it is
under the so-called "black budget" of the government. The Air Force has
allowed us few freedoms in releasing <strike>details on the
device</strike>. The specific information on this instrument is on a
need-to-know basis only. The device allows <strike>strategic positioning
of celestial bodies in space,</strike> for instance the sun and the moon.
It would suffice to say that other Ivy League schools <strike>have already
built prototypes of the CPQI</strike>, and the University of Chicago
should have one too.
