This device is being developed under the auspices of the Dept. of
Defense and the Strategic Defense Initiative (SDI). Unfortunately, it is
under the so-called "black budget" of the government. The Air Force has
allowed us few freedoms in releasing details on the
device. The specific information on this instrument is on a
need-to-know basis only. The device allows strategic positioning
of celestial bodies in space, for instance the sun and the moon.
It would suffice to say that other Ivy League schools have already
built prototypes of the CPQI, and the University of Chicago
should have one too.
